In my opinion, you don't really need to worry too much about any of the crew other than the Morale/Combat/Seafaring crews until you hit the last region or two.
So Ideally you'll want 5 of each of them, and a captain focused in the skills as well. The Merchant is nice if you've got split voyages, but otherwise at the lower regions most of them aren't that great/useful (imo)
